And where does the HHO (oxygen and hydrogen) gas go at idle?

When your car is accelerating, there is more air flowing into your engine and helps draw more oxygen and hydrogen gas into your engine.  During idle, there is less gas drawn into the system.  The unused gas goes out through the exhaust and condenses into water.
